About
Neil Dhillon spent the first fifteen years of his career inside the Department for Work and Pensions as a decision maker, assessing Personal Independence Payment claims and deciding award levels. He read the medical assessor’s report. He scored the descriptors. He decided who got Standard Rate, who got Enhanced, who got nothing, and he wrote the refusal letters that landed on people’s doormats. He saw at first hand how the system works, and how often it fails the people it is meant to help.
After years of watching claimants receive unfair decisions built on rushed assessments and incomplete evidence, Neil left the DWP to use that knowledge on the other side of the desk. For the past seven years he has worked exclusively in welfare rights, specialising in PIP appeals at both the mandatory reconsideration and First-tier Tribunal stages. He has now personally supported more than 5,000 PIP appeals, with a 90% success rate.
The patterns he sees are always the same: assessors who don’t listen, reports that misrepresent what claimants actually said, and decision makers who rubber-stamp flawed recommendations. He knows exactly how these decisions are made because he used to make them, and he knows exactly where they go wrong. The difference between a successful claim and a refusal is rarely the strength of someone’s condition. It is usually the way the case is presented.
Every appeal letter Neil oversees is built around one principle: specificity wins cases. Vague statements about how a condition affects someone don’t persuade a tribunal panel. Detailed, evidence-backed arguments about exactly how a claimant’s daily life is affected, tied to the medical evidence, the functional limits and the legal descriptors, are what change outcomes. Every letter PIPAppeal sends is tailored to your conditions, your evidence and the specific descriptors the DWP got wrong, and every one is personally reviewed by Neil before it leaves.
Neil believes the PIP assessment process is fundamentally flawed, and that until it is reformed, claimants need affordable, expert-level support to get the awards they are entitled to. That is why PIPAppeal charges a flat £49 rather than the 30 to 40% of backpay most appeal firms take, and why, as Director of PIPAppeal.org.uk, he also produces the site’s guides on PIP descriptors, assessments and appeals.

Neil’s work
Upload your decision letter for a free case review. If you go ahead, your letter is drafted by the team and reviewed by Neil, for a flat £49.
PIPAppeal is a letter-drafting service, not a law firm. It isn’t regulated by a legal body and doesn’t represent claimants at hearings. The DWP decides your claim and the tribunal decides your appeal.
